Landrum & Associates Contract <br />Budgeted Item: Yes No <br /> <br /> <br />SUMMARY & RECOMMENDATION <br />The Harris County Appraisal District has the responsibility of appraising all taxable <br />property within the City of La Porte and provides the values for the annexed and taxable <br />portion of each industrial property. The un-annexed portions of these industrial <br />properties (located in the Battleground and Bayport Industrial Districts, which are <br />adjacent to the City jurisdictional boundary lines) are - <br />payments pursuant to Industrial District Agreements between the City and industrial <br />companies. The firm of Hugh L. Landrum Associates, Inc. has appraised the industrial <br />district properties for the City of La Porte since 1968 and has provided these and other <br />professional services in a completely satisfactory manner. <br /> <br />The City entered into contract with Hugh L. Landrum & Associates in 2001 for a three <br />year term in the amount of $46,170.00 per year, which automatically renewed on a <br />year-to-year basis after the end of the three-year term. The proposed contract covers <br />a four (4) year period at $53,095.50 per year, which is a $6,925.50 or 15% increase. <br /> <br />The contracted amount for services with Hugh L. Landrum & Associates, Inc. has not <br />increased in the past 20 years. Staff believes that the proposed 15% increase is <br />warranted and represents a very reasonable amount considering all the changes in the <br />tax laws during that time period, as well as, the increase in the number of companies <br />participating in Industrial District Agreements with the City. <br /> <br /> conduct industrial property valuations for HCAD, so the <br />City is able to obtain the information directly from the appraiser.
