change before the next cycle visit that might result in a loss of points.Cahoon <br />Consulting has been successful in achieving class improvements in modifications or <br />cycle visits for the following communities: City of Seabrook, City of League City, City of <br />Galveston, City of Friendswood, City of Shoreacres, City of College Station, and Village <br />of Tiki Island. This firm also assisted the City of La Porte in the City’s prior CRS 5-year <br />Cycle Verification visit in 2016. <br />Ms. Vascik has reviewed the City’s floodplain ordinance with the CRS Flood Specialist, <br />the Floodplain Manager (Cobb Fendley), and City staff, and proposed the following <br />amendments to Chapter 94- Floods: <br /> <br />1. Pg. 2-3 - Relocated definition for "expansion to an existing manufactured home <br />park or subdivision" to be in alphabetical order. <br />2. Pg. 12 - Clarified freeboard requirement for lowest floor/HVAC for residential <br />structures. <br />3. Pg. 13 - Reiterate "positive drainage" requirement in building code. <br />4. Pgs. 13-17 - Clarified freeboard requirement. <br /> <br />Refer to the attached Flood Ordinance showing changes. The proposed amendments <br />clarify and promote transparency for existing definitions and standards already in effect. <br />Clarification of the freeboard requirement is necessary for the City to comply with the <br />new Class 8 prerequisite of the National Flood Insurance Program (NFIP) Community <br />Rating System (CRS). ‘Freeboard’ is defined as any additional amount of height above <br />the Base Flood Elevation. <br /> <br />Additionally, FEMA is updating the National Flood Insurance Program's (NFIP) risk <br />rating methodology through the implementation of a new pricing methodology called <br />Risk Rating 2.0. This new methodology is effective October 1, 2021 for new <br />policyholders and effective April 1,2022 for existing policyholders. Property owners <br />can likely expect a rate increase. Maintaining or increasing the City’s CRS classification <br />will help to off-set premium increases. <br /> <br />At the September 13, 2021 Drainage and Flooding Committee meeting, the Committee <br />recommended these amendments for City Council approval. <br />ACTION REQUIRED BY CITY COUNCIL <br />Approveamendments to Chapter 94- Floods as recommended by the Drainage <br />and Flooding Committee. <br /> <br />Approved for the City Council meeting agenda <br /> <br />Corby D.
