L <br />Street approached the Planning Departmentwith a request to provide a letter stating <br />that the use of recreational vehiclesispermitted within manufactured housing parks.At <br />this time,12of17 spacesat this manufactured housing parkare being usedby <br />recreational vehicles. <br />While researching the issue, staff identified a contradiction in the city code regarding <br />the use of recreational vehicles. Chapter 106 –Zoning definesmanufactured housing <br />parks as a development under single ownership intended for the rental or leasing only <br />of manufactured housing units andrecreationalvehicles. Chapter 98 –Mobile Homes <br />and MobileHome Parksprovides definitions for bothmobile homes and manufactured <br />homes. The mobile home definition is silent on recreational vehicles. The manufactured <br />home definition outright excludes recreational vehicles frombeing identified as <br />manufactured homes. Per Section 98-4, the higher standard shall govern when there <br />is a conflict with the zoning chapter. Staff concluded that Chapter 98 is the governing <br />standard and only manufactured or mobilehomes are permitted within <br />mobile/manufacturedhome parks andthe use of recreational vehicles isnotpermitted. <br />In orderto rectify this contradiction and bring Chapter 98 into alignment with the zoning <br />code, staff and legal have proposedamendments to Chapter 98 that willprovide <br />additional detail andpermit the use of recreational vehicles within all existing <br />mobile/manufacturedhome parksin the City of La Porte. Refer to the attached map for <br />information regarding the location and number of pad sites for registered Manufactured <br />Home Parks in the City of La Porte. <br />The proposed amendments to Chapter 98 follow: <br />1.Amend the definitionof mobile home park to include manufacturedhomes, or <br />recreational vehicles. <br />2.Definerecreational vehicle. <br /> <br />
