Mayor Pro Tern Martin moved to adopt Resolution 2021-58 and reappoint Chuck Engelken as the <br />Representative and Bill Bentley as the alternate; the motion was seconded by Councilperson <br />McCaulley; the motion was adopted, 9-0. <br />d. Presentation, discussion, and possible action to select meeting dates for regular City <br />Council meetings in November and December 2021. [Louis R. Rigby, Mayor] <br />Councilperson Garza moved to keep the regular meeting schedule; the motion was not seconded <br />and was not considered. Councilperson Engelken moved to forego holding the second meetings in <br />November and December 2021; the motion was seconded by Councilperson Bentley. <br />Councilperson Garza moved to amend the motion to add that the Council forfeit half of their pay for <br />November and December; Mayor Riqbv seconded the motion; the motion was not adopted, 1-8, <br />Councilperson Garza votinq in favor. <br />The main motion was adopted, 8-1, Councilperson Garza votinq against. <br />7. REPORTS <br />a. Receive report on the Drainage and Flooding Committee meeting. [Mayor Pro Tern Martin, <br />Chair] <br />Mayor Pro Tern Martin shared that the Committee had met, received updates, recommended the <br />adoption of items 4.d. and e., and set the next meeting for November 8. <br />8. ADMINISTRATIVE REPORTS <br />• Planning and Zoning Commission meeting, October 21 <br />• La Porte Development Corporation Board meeting, October 25 <br />• City Council meeting, October 25 <br />• Zoning Board of Adjustment meeting, October 28 <br />City Manager Alexander said the Council would be receiving a notice of a FEMA webinar on flood <br />insurance rates and that he recommended they attend. He also introduced new Parks and Recreation <br />Director Tim Miller and thanked Lindsay French for her interim work. <br />9. COUNCIL COMMENTS Hear announcements concerning matters appearing on the agenda; <br />items of community interest; and/or inquiries of staff regarding specific factual information or <br />existing policy from the Mayor, Councilmembers, and City staff, for which no formal action will <br />be discussed or taken. <br />Councilpersons welcomed new Parks and Recreation Director Tim Miller and thanked Lindsay French <br />for her interim work; commended Parks and other departmental staff for the Kids Rodeo over the <br />weekend; suggested the City's state and federal legislators be contacted in connection to the FEMA <br />changes; reminded all that Councilpersons could make donations to the Animal Shelter; lauded the <br />Chamber's Family Night last week; urged fellow Councillors to reflect on Barbara Norwine's comments <br />that she urges residents to reach out to their City Council representatives; and noted Council and staff <br />attendance at the TML annual conference last week. <br />ADJOURN — Without objection, the Council adjourned at 7:21 p.m. <br />Lee Woodward, City Secretary <br />Page 3 of 3 <br />October 11, 2021, Council Meeting Minutes <br />
