INVOCATION — The invocation was given by Clark Askins, Assistant City Attorney and pledges were <br />led by Councilperson Brandon Lunsford. <br />3. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the <br />time may be reduced if there is a high number of speakers or other considerations.) <br />Terry Matthews spoke about responsible flood plain development. Barbara Norwine thanked <br />Councilpersons who voted against the duplexes on Main Street. <br />4. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in <br />accordance with staff recommendations provided. An item may be removed from the consent agenda <br />and added to the Statutory Agenda for full discussion upon request bya member of the Council present <br />at this meeting.) <br />a. Approve the minutes of the regular City Council meeting held on September 27, 2021. [Louis <br />R. Rigby, Mayor] <br />b. Approve or deny Ordinance 2021-3840 regarding amendments to Chapter 98 - "Mobile <br />Homes and Mobile Home Parks" of the City of La Porte Code of Ordinances to allow for <br />placement of recreational vehicles in mobile home/manufactured home parks. Approve Ordinance 2021-3849 regarding amendments to Chapter 94 - "Floods" of the City <br />of La Porte Code of Ordinances to comply with the new Class 8 prerequisite of the National <br />Flood Insurance Program (NFIP) Community Rating System (CRS). Authorize Ordinance 2021-3824 allowing the City Manager to execute a professional <br />services agreement with Halff Associates, Inc., to provide design and construction phases <br />services in connection with development of a 100 acre-foot detention pond project, in <br />accordance with amended interlocal agreement with the City of Pasadena.
