REQUEST FOR CITY COUNCIL AGENDA ITEM <br />Appropriation <br />Agenda Date Requested: 10-23-23 <br />Requested By:Doug Ditrich, Chief of Police Source of Funds: <br />Department:Police <br />Account Number: <br />Amount Budgeted: <br />ReportResolutionOrdinance <br />Amount Requested: <br />Exhibits: <br />Budgeted Item:YesNo <br />SUMMARY& RECOMMENDATION <br />Article III, Section 54-63of the Code of Ordinances and the Texas Government Code, Section <br />341.012(g)require that persons appointed by the Chief <br />of Police as reserve police officers must be approved by City Council before they may carry a <br />weapon or otherwise act as a peace officer.The Police Department currently has a policy in <br />place governing a Reserve Police Officer Programandcurrently has one reserve officer andis <br />seeking to appoint another. <br />Lieutenant Bradley Stewart retired from full time employment with the La Porte Police <br />Department on October 6, 2023 after honorably serving the City of La Porte for nearly 27 years. <br />During his tenure Officer Stewart served in a variety of roles with a substantial amount of time <br />working with the community as aSupport Servicessupervisor. He has many community <br />contacts and is well versed in the police department operations. He has made presentationsto <br />shooter incidents. He is also a firearms instructor capable of providing assistance at the firing <br />range. If appointed as a reserve officer, Mr. Stewart can assist the department during monthly <br />range days as well as with community programs such as National Night Out, Back the Blue, <br />Blue Santa, and Sylvan Beach Day. Furthermore he can be of assistance in providing active <br />shooter training to civilian groups and businesses. <br />The Department finds retired officer Lee Stewart to be a highly qualified candidate who is <br />currently a licensed peace officer through the Texas Commission on Law Enforcement and has <br />passed all required screenings to be employed by the La Porte Police Department. As such <br />requests that City Council approve his appointment to the Police Reserve Force.If appointed <br />the department will ensure Officer Stewart receives all required training to keep his peace officer <br />license in good standing. <br />STRATEGIC PLAN STRATEGY AND GOAL <br />The addition of two Reserve Officers directly supports the following of the City's 2023 Strategic <br />Plan Guiding Principles: <br /> <br />
