BickerstafF <br />Heath Delgado Acosta LLP <br />Firm Qualifications <br />Bickerstaff Heath Delgado Acosta LLP (the "Firm") is a full -service governmental law firm that has <br />provided redistricting legal services since 1980. In connection with our redistricting practice, the <br />Firm also provides in-house demographic services as well as representing clients in voting rights <br />and elections matters. <br />We have represented hundreds of political subdivisions over the last 40-plus years. During the <br />2011 redistricting cycle, we represented approximately 100 political subdivisions, including 40 <br />cities, 32 counties, 16 school districts, and multiple college districts and special districts. In <br />addition, the Firm represented the Texas Senate in 2011 and 2013 to assist in congressional <br />redistricting. More recently, in the 2021 redistricting cycle, our firm has thus far had the privilege <br />of redistricting approximately 120 political subdivisions, including 52 cities, 39 counties, 21 school <br />and college districts, and multiple special districts. <br />Whether these entities needed merely an evaluation of redistricting requirements, a complete <br />remapping of its districts, consolidation of districts or creation of additional districts, conversion <br />from at -large to single -member voting systems, or counseling on litigation avoidance, our depth <br />of experience with redistricting helped to make the process both successful and as smooth as <br />possible for our clients. <br />The Firm proposes a comprehensive solution to the City of La Porte's (the "City") redistricting <br />needs and has the expertise and technology to provide full -scope redistricting services. Although <br />other firms offer redistricting services, we differ in several key areas: <br />More Experience — 2021 marked the fifth decennial redistricting cycle that the Firm has <br />provided redistricting services since our founding in 1980. We have worked for some of <br />the largest cities in Texas — including (among others) Houston, Dallas, San Antonio, El <br />Paso, along with numerous small and medium-sized cities throughout Texas, some of <br />which include, the cities of Bryan, Port Arthur, Temple, Galveston, Tyler, and the Town of <br />Little Elm. <br />The geographic reach of our redistricting practice is statewide, and our attorneys present <br />redistricting topics at state and national conferences. For example, the Firm's co-founder <br />Bob Heath presented Decision #1: Data (addressing the data available to redistricting <br />professionals and the critical choices that must be made) at the 2019 National Conference <br />of State Legislatures Capitol Forum in Phoenix. He also presented Evenwel v. Abbott: <br />Redistricting and the Meaning of Political Representation at the 2016 American Bar <br />Association Conference in San Francisco.
