Staff Report SULZER INC. April 21, 2011 <br />Zone Change Request <br />Requested by: Billy Coleman, Vice President of Operations <br />on behalf of Sulzer Inc., the property owner <br />Requested for: 6.7973 acres, TR 333B & W 168' of Lot 348, Lot E 168' of Lot 348 & TR <br />333A, TRS 347A-2 & 347A-IA, La Porte Outlots in the Enoch Brinson <br />Survey, Abstract 5, LaPorte, Harris County, Texas. <br />Location: 11518 Old La Porte Road / North `P' Street <br />Present Zoning: Large Lot Residential (LL) <br />Requested Zoning: Light Industrial (LI) <br />Surrounding Zoning: <br />North — Light Industrial (LI) <br />South - Large Lot District (LL) <br />East —Low Density Residential (R-1) <br />West — Large Lot District (LL) <br />Background: The subject tract is located just south of Sulzer/Hickham Industries, Inc. at <br />11518 Old La Porte Road along State Highway 225. Three parcels comprise <br />the 6.7973 acre tract, a 1.9170 acre tract of land adjacent to the Exxon <br />Pipeline easement is located to the west, 1.9152 acre tract in the center, and <br />2.9651 acre tract acquired from the City of La Porte for detention purposes <br />to the east. Harris County Flood Control District channel F 101 is to the south <br />of these tracts and necessary easements have already been secured and in <br />place for drainage purpose. <br />In 2009, Sulzer Inc. was the highest bidder of Tract 1 (2.9651 acres) along <br />with two additional tracts (0.0686 & 0.0986 ac) for emergency evacuation <br />purposes (See Exhibit C). Emergency evacuation or secondary access to <br />North `P' Street was proposed in case of any de-railment or similar <br />circumstances. Earlier, the concept was to construct a bridge over the <br />drainage channel to provide future emergency evacuation for personnel at <br />Sulzer Inc. as they have just single access along Old La Porte Road. <br />The applicant is seeking this rezoning from Large Lot (LL) to Light <br />Industrial (LI). The intent is to extend the requested zoning up to the <br />drainage channel (130' ROW) to enlarge/expand current operations and <br />provide detention pond for an existing facility (See Exhibit D). <br />
