Staff Report Major Development Site Plan April 21, 2011 <br />Sens Road Distribution Center <br />Requested By: Daniel G. Zoch, CCIM c/o The Carson Companies <br />Requested For: 15.78 acres of land out of the Enoch Brinson Survey, Abstract No. 5, La <br />Porte, Harris County, Texas <br />Location: 1445 Sens Road <br />Present Zoning: Light Industrial (LI) <br />Background Applicant is proposing a 254,800 sq.ft. office/warehouse & distribution <br />center along Sens Road, south of State Highway 225 and UPRR. The <br />subject property, consisting of 15.78 acres of land, is located to the east <br />of Sens Road at North `P' Street. The property is in the vicinity of major <br />commercial/industrial establishments along Sens Road and State <br />Highway 225. <br />Under the terms of Development Ordinance 1444, the proposed <br />development will require a major development site plan. This is based on <br />the size of the development being in excess of 10 acres. <br />Analysis: Land Use — The City's Land Use Plan shows this area developing with <br />commercial industrial uses. The existing land use is vacant. <br />Transportation - Staff notes that the primmy facility fronts Sens Road <br />and is within close proximity to State Highway 225. The proposed use <br />will generate some additional traffic, but existing roadways are capable <br />of handling additional traffic generated by the proposed development. A <br />traffic impact analysis has been performed and is attached hereto. <br />Topography — This area is relatively flat and stable and should not be an <br />obstacle to this type of development. <br />Utilities - Staff reviewed the existing facilities and services for each of the <br />components of the utility system for the proposed development. Existing <br />water is adequate for potable and fire protection needs. An 8" fire line with <br />fire sprinkler tank is proposed for this project. On -site waterline and fire <br />hydrants would be privately maintained. The City maintenance <br />responsibility is up to the flange of the tapping sleeve. Private fire line and <br />hydrant notes are clearly indicated on the site plan. <br />SanitaiN- sewer is readily available to the property. The developer shall be <br />responsible for all on -site utility extensions to serve the facil*itv. <br />- <br />
