Staff Report CHEMICAL LIME April 21, 2011 <br />Zone Change Request <br />Requested by: Brolyn Petri on behalf of Chemical Lime (Lhoist North America) <br />Requested for: TRS A & IA, Blk. 1, Nebraska Syndicate <br />Location: 801 North 16th Street <br />Land Use: Industrial <br />Present Zoning: Light Industrial (LI) <br />Requested Zoning: Heavy Industrial (HI) <br />Surrounding Zoning: <br />North -Heavy Industrial (HI) <br />South -Light Industrial (LI) <br />East - HI & PUD <br />West - LI <br />Background: The property in question consists of 9.1460 acres described as TRS A & IA, <br />Block 1, Nebraska Syndicate, Johnson Hunter Survey, Abstract 35, La Porte, <br />Harris County, Texas. The subject property has an existing industrial <br />building, office and shop. This rail -served facility has been used for lime <br />manufacturing since the mid 1980's. The subject property is within the <br />vicinity of major commercial and industrial establishments in LaPorte. The <br />property is surrounded by the Strang Road Yard and Union Pacific <br />Railroad's undeveloped parcels of land. <br />Chemical Lime supplies lime based slurry products to industrial and <br />construction customers with a fleet of twenty plus rigs. The La Porte plant <br />processes quicklime made in quarry facilities into final product of lime <br />slurry. 95% of their raw material is received by rail. <br />Rail served facilities or rail service are not permitted in Light Industrial <br />zones but are allowed in Heavy Industrial zones. The applicant is requesting <br />a zone change of the subject property from LI to HI to be in compliance with <br />the City's Code of Ordinances. <br />
