What is important is to ensure that the major components of the <br />physical development of the community are evaluated in conjunction with the goals and policies of <br />the city. Text should be supported with necessary illustrative material. The following outline <br />suggests an organization that will serve to address the major physical development needs in a <br />community: <br />Section 1: Base Studies <br />1, Introduction <br />A. Historical influences <br />B. Relationship to the community's previous planning studies <br />Comprehensive plans should be related to previous community planning <br />activities, so the planning process remains continuous and evolutionary <br />2. Framework of the city <br />A. Regional <br />3. Environmental Factors <br />A. Drainage <br />B. Soils, slopes, elevation <br />C. Floodplains and other water bodies <br />D. Vegetative and wildlife resources <br />4. Economic Development, Population, and Social Characteristics <br />A. Economic base <br />B. Historical population by age and sex, and other demographic characteristics <br />5. Existing Land Use <br />A. Categorize each major class of land use by location and acreage <br />(1) Residential, commercial, industrial, public (including unique uses such as <br />military installations,etc.), and parks, recreation and open space <br />(2) Prepare map showing location of types of land uses <br />6.
