<br />REVISED DRAFT MARCH 23, 2012 <br /> <br />annual budget process, including routine, but essential, functions such as <br />code enforcementutility maintenance (including staffing to adminster <br />and manage those functionsand other staff positions; <br />major public improvements and land acquisitions funded as capital <br /> <br /> <br />new and amended City ordinances and regulations closely linked to the <br /> <br />master plan objectives (and associated review and approval procedures <br />in the case of subdivisions and zoning matters); <br />departmental work plans and staffing in key areas; <br /> <br />the pursuit of external funding to supplement local budgets and/or <br /> <br />expedite certain projects; and <br />initiatives pursued in conjunction with other public and private partners <br /> <br />to leverage resources and achieve successes neither may accomplish <br />alone. <br /> <br />Despite these avenues for action, this master plan should not be considered <br />focuses on the responsibilities of the City in the physical planning arena, <br />where it may have a more direct and extensive role than in areas such as <br />education, social services, and arts and culture. As a necessity, this master <br />plan remains relatively general in terms of its vision and policy statements; <br />and while it may not touch on every individual challenge before the City, it is <br />meant to motivate concerted efforts to move the community toward action <br />and achievement of its stated goals and vision. It must also be pointed out <br />that the full realization of the vision cannot be achieved by City officials and <br />staff alone; rather, it will take an equal amount of initiation, motivation, and <br />support from the residents who also believe in what the planned future will <br />bring. <br /> <br />It is also important to distinguish between the function of the master plan <br />overall policy for future land use, community character, roads and utilities, <br />parks and open space, and other aspects of community growth and <br />development. development regulations establish <br />standards in conformance with the master plan for the physical subdivision <br />of land, the layout of new street and building sites, and the design and <br />construction of roads, water and sewer lines, storm drainage, and other <br />infrastructure.
