PlanningandZoningCommissionRegularMeeting <br />November17,2014 <br />SpencerShellLLCZoneChange <br />1.LandUse.Thesubjectsiteiscurrentlysplitzoned,withaportionofthelotzoned <br />GCandtherestzonedR1.The/źƷǤ͸ƭadoptedFutureLandUseMapidentifies <br />thesiteforͻ/ƚƒƒĻƩĭźğƌͼdevelopment.Theproposeduseofthesitewouldbe <br />consistentwiththeĭźƷǤ͸ƭvisionofthesitebeingdevelopedforcommercialuses. <br />2.Access.ThesitehasaccesstobothCanadaRoadaswellasSpencerHighway. <br />BothCanadaandSpencerareHarrisCountyroad,thereforetheapplicantwill <br />needtoreceiveaccesspermitsfromthecountypriortoissuanceofabuilding <br />permit.However,staffhasconcernswiththeproposedcurbcutaccessatthe <br />southernmostportionofthesite.Thereispotentialforvisibilityissueswiththe <br />locationoftheaccesspointinrelationtothecurveofCanadaRoadasit <br />approachesSpencerHighway.Additionallystackingofturningmovementsfrom <br />southboundtrafficturningintothissitecouldhaveimpactstothe <br />Canada <br />intersectionofSpencerHighwayandCanadaRoad.Staffwillberequestingan <br />intersectionanalysisprovidedbytheapplicantaspartofatrafficstudythat <br />showstheimpactsoftheproposedaccesspointonCanadaRoadandSpencer <br />Highway.Theapplicantwillneedtodemonstratethattheproposedaccesspoint <br />willnothaveadverseimpactsontheintersectionandwillberequiredto <br />mitigateanyimpactsasnecessary. <br />3.Utilities.Waterandsewerlinesarelocatedadjacenttothesite.Theapplicant <br />willberequiredtotapintothoselinesfordevelopmentofthesite. <br />4.Density.Thecommercialzonedistrictsdonothavedensityrequirements,but <br />thedevelopmentwillberequiredtocomplywiththerequirementsoftheGC <br />District <br />Additionally,the/źƷǤ͸ƭComprehensivePlanidentifiesanumberofitemstobe <br />consideredpriortomakinglandusedecisions.Thefollowingtablebreaksdowneach <br />itemandƭƷğŅŅ͸ƭfinding. <br />3 <br /> <br />
