This represents a decrease of approximately $0.86 million or 1.7%. In the prior <br />year, the City realized a gain of 1.9 million on the sale of property. During the current year, there was <br />no gain sale of property and also had a decrease in operating grants and contributions of $0.67 million <br />due to decrease in federal grant funding. <br />7 <br /> <br />
