A key too the success of Greater Downtown oveerall will be thee proper design of streets so that <br />they botth support a wwell functioninng street netwwork for mobility; but so thaat they also <br />complemment walkablee mixed use eenvironmentss at the pedesstrian-scale. TThe Comprehhensive <br />Plan pollicies supportt this approacch: <br />¤“Develop a \[ppedestrian\] neetwork … throough the La PPorte area, inccluding an <br />interconnecteed system of paths, trails, lanes and rouutes (Goal 7.77) <br />¤ “Maximize nnetwork continnuity to providde for the freee flow of peopple….” (Obj. 55.2.d) <br />¤ “Provide a safe and effecctive means too accommodaate pedestriann traffic and pprioritize <br />sidewalk impprovement areeas based onn type of streeet and adjaacent land usse(Goal <br />5.7) <br />But the ttools available in terms of support for sttreets design to accomplissh these goalss are in <br />some seense in conflicct with anotheer comprehennsive plan policy that statess “\[e\]stablish a <br />hierarchhy of thoroughhfare classificcations that will provide for safe and connvenient flow of traffic <br />throughoout the commmunity” (Obj.9.6.d). The figuure below shoows the appliccation of this policy of <br />mobilityto the street network of Greater Downtown. If the sttreets depicteed below are <br />designed strictly to mmove cars, theey will not proovide the kind of context thaat will supporrt <br />sustaineed investmentt in walkable urbanism, an underpinningg of the placee-based econoomic <br />development recommmendation herein. <br />The poteential refinemment of the crooss-sections iimplementingg the thoroughhfare plan, witth the <br />guidancce of the new Manual for WWalkable Urbaan Thoroughfaares by the Innstitute for <br />Transpoortation Enginneers (ITE), wwill enable the effective marriage of the mmobility need <br />s of the <br />15 <br />Forward La Porte Econoomic Developmment Strategic Plan I 2009-22013 <br /> <br />
