8.17 EMERGENCY PAY POLICY <br />Revised 5-29-12 <br />When an emergency impactsCity employees’ work schedules and status during emergency conditions <br />and a “state of emergency” has been declared by the Mayor,the City Manager may grant emergency <br />administrative leave with pay beforeand/or after the occurrence of a disaster, whether natural or man- <br />made. <br />If it is determined that a civil emergency condition exists, including, but not limited to, riots, civil disorders, <br />severe weather or hurricane conditions, other natural disasters, chemical incidents, or similar conditions, <br />the City Manager may suspend all provisions of the City of La Porte’s Personnel Rules except for those <br />sections concerning Safety and Wages and Discipline. <br />When emergency conditions exist, there may be a significant impact to City employees’ work schedules <br />and status. Emergency conditions may include riots, civil disorders, severe weather or hurricane <br />conditions, other natural disasters, and chemical incidents or similar conditions. <br />When such conditions exist, the Mayor may declare an emergency or disaster. The City Manager may <br />then implement the provisions of this Emergency Pay Policy and may suspend all regular pay practices. <br />During an emergency or disaster, the City will also follow the guidelines established in both the City’s <br />Emergency Operations Plan and Continuity of Operations Plan. <br />Scope <br />This practice applies to all non-exempt and exempt employees, and includes civil service personnel. <br />Declaration of Emergency or Disaster <br />Notification of State of Emergency/Disaster <br />: When a stateof an emergency or disaster is <br />imminent or has been declared, the City Manager or designee will notify all employees through <br />Department Directors and/or Supervisors of such declaration. <br />Emergency Periods <br />Pre-Impact Period <br /> -This is the time period prior to the impending disaster and includes emergency <br />response activities and preventive measures by the City of La Porte’s departments in preparing for the <br />impending emergency. This period begins and ends as determined by the City Manager. when the City <br />Emergency Operations Center or the City Manager declares an emergency is imminent. <br />Emergency Period <br /> - This is the time period during which emergency response activities and restoration <br />of critical services are conducted to protect life and property, and most other regular City services are <br />suspended. This period begins and ends as declared determined by the City Manager. For hurricane <br />or storm related emergencies, the emergency period this may include the period immediately prior to <br />and/or following the storm’s impact. up to 36 hours prior to the storm’s impact and up to 36 hours <br />following the storm’s impact. <br />Post Impact/Recovery Period <br />-This is the time period immediately following the emergency, during <br />which activities are conducted to restore the City’s infrastructure and services to pre-disaster conditions. <br />During this period, some employees may be required to return to work to assist with restoration of critical <br />services, conduct emergency clearance of roadways, provide damage assessments, etc. This period <br />begins when the City Manager declares it safe for all employees to return to workand ends when the City <br />Page 1 of 5 <br /> <br />
