REQUEST FOR CITY COUNCIL AGENDA ITEM <br /> <br />Budget <br /> <br />Agenda Date Requested: April 14, 2018 <br /> <br />Source of Funds: <br />Requested By: Councilmember Dottie Kaminski <br /> <br />Account Number: <br />Department: Parks & Recreation <br /> <br />Amount Budgeted: <br />Report: ___ Resolution: _____ Ordinance: _________ <br /> <br />Amount Requested: <br /> <br /> <br />Exhibit: 10/1/1978 Agreement with HOA <br />Budgeted Item: YES NO <br />Exhibit: Fairmont Park West Park & Pool Aerial <br /> <br /> <br /> <br />SUMMARY & RECOMMENDATION <br />This item has been placed on the agenda at the request of Councilmember Dottie Kaminski. <br />On October 1, 1978, the City entered into a 40 year agreement with Fairmont Park West Community Improvement <br />Association for the lease/rent of the park & pool property located at Oakmont Dr., Rustic Gate Rd. and Cedarmont <br />Dr. in the Fairmont Park West subdivision. The HOA paid $40 in advance ($1 per year for the 40 year agreement) <br />for the right to operate and maintain the park & pool property. <br />The agreement is set to expire on September 30, 2018. The HOA has been in contact with staff and council <br />permanent improvements erected on the leased pre <br />Recently, the HOA has approached the City about the concept of the HOA continuing to maintain and operate the <br />park & pool, and the City would provide lifeguards at the pool. In order to better understand the costs associated <br />with multiple options staff has prepared cost estimates. <br />Option Demo the Pool ($50,000) <br />$15,000 to demo pool and building (option to lower this $2,000 if City decides to leave pool concrete in <br />the ground). <br />$30,000 to backfill pool. <br />$5,000 contingency and possible Asbestos Abatement (if needed) <br />Option City Provide Lifeguards ($54,000) <br />Lifeguard estimates are very hard to estimate. They are scheduled based on pool size, attendance and <br />required rotations for breaks. <br />When <br />coverage based on Parks Department standards. From meeting with the HOA in the past and what they <br />stated about lifeguards, staff does not believe that their contractor is providing adequate staffing at this <br />pool. <br />This budget does not include chemicals or utilities. <br /> <br />
