Councilperson Garza said he was exempted from wearing a face covering for medical reasons and would not be wearing one. The Mayorasked Councilperson Garzato leave the room. Councilperson Garza moved that the Council oppose, which hetermed asillegal. The motion did not receive a second and was not considered.Councilperson Garza leftthe room. 1.ELECTION MATTERS (a)Presentation, discussion, and possible action to adopt Ordinance 2021-3823, canvassing the returns of the Special Election heldon March 27, 2021, for the election of a Councilperson-District 6.\[Mayor Louis R. Rigby\] Councilperson Bill Bentleymoved toadopt Ordinance 2021-3823, canvassing the returns of theSpecial Election heldon March 27, 2021, for the election of a Councilperson-District 6; the motion was seconded by Councilperson McCaulley; the motion was adopted, 4-0. 2.COUNCIL COMMENTS Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilmembers, and City staff, for which no formal action will be discussed or taken. Councilpersonswelcomed Mr. McLarrin. Mayor Rigby announced that Mr. McLarrin would be sworn in on April 12 and presented him with his certificate of election.
