REQUEST FOR CITY COUNCIL AGENDA ITEM <br />Appropriation <br />Agenda Date Requested:March 28, 2022 <br />Requested By:Ray Mayo, Director Source of Funds:032 Grant Fund <br />Department:Public Works <br />Account Number:032-7086-532-1100 <br />Amount Budgeted:$220,000 <br />ReportResolutionOrdinance <br />Amount Requested:$171,100 <br />Exhibits:Evaluation Summary; Proposal, ARPA <br />Budgeted Item:YesNo <br />information <br />SUMMARY& RECOMMENDATION <br />The Lift Station 31 Rehabilitation Project was one of fifteen potential projects,included as <br />,identified to be funded using <br />American Rescue Plan Act (ARPA)funds.The project is intended to replace four self- <br />priming pumpswith new submersible pumps, and potentially consolidate two existing lift <br />station wet-wells into a single lift station wet well to house the new pumps. <br />The Cityadvertised Request for Qualifications (RFQ)#21602, in May 2021, for the <br />provision of professional engineering services for various infrastructure rehabilitation <br />projects.Twenty-four (24) statements of qualifications were received in response to the <br />advertisement. An evaluation team consisting of the Assistant Director of Public Works, <br />Utilities Superintendent, and CIP Manager evaluated each response. The top six <br />respondents: Cobb, Fendley& Associates; Halff Associates; HDR Engineering; LJA <br />Engineering; Lockwood, Andrews, & Newnam; and Schaumburg & Polk, were short- <br />listed, to be utilized for upcoming projects, as needed.Short-listing multiple firms allows <br />the work load to be distributed amongst various firms, as needed, to simultaneously <br />complete projects. Cobb, Fendley & Associates; Halff Associates; HDR Engineering; LJA <br />Engineering; and Lockwood, Andrews, & Newnam are all currently providing professional <br />engineering services to the City on other projects. <br />Schaumburg and Polk, Inc(SPI) has provided similar services to the City of La Porte, <br />associated with the Bayshore Park Waterline RelocationProject,and met performance <br />expectations. City of La Porte staffhas negotiated a professional services agreement with <br />Schaumburg and Polk, Inc.to provide preliminary engineering, design,and construction <br />phase servicesfor the Lift Station 31 Rehabilitation Project, for a total amount, not to <br />exceed $171,100.00.The preliminary engineering report is anticipated to be completed <br />within six weeks from the project start date. The project schedule for final design will be <br />developed based upon recommendations from the preliminary engineering report. <br /> <br />
