<br />payments.AreviewofLatƚƩƷĻƭtotalsalestaxcollectionsoverthepast20yearsrevealsthat
<br />bigupticksincollectionsarecloselyrelatedanincreaseinthesalestaxrate(ex.economic
<br />developmentsalestaxorconstructionspendingbybusinesses),butnotnewretailactivity.
