Livingston <br />Account Number: <br />Department: Administration/Economic Development <br />Amount Budgeted: <br />Report: Resolution: Ordinance: <br />Amount Requested: <br />Exhibit: 2009 ED Strategic Plan - Achievements <br />Budgeted Item: YES NO <br />Exhibit: Takeaways from the 2009 ED Strategic Plan_ <br />Exhibit: La Porte’s ED Strategic Plan, May 2009 <br />SUMMARY & RECOMMENDATION <br />On Nov 11, 2015, the Board heard a presentation from John Cook, Regional Manager of <br />Economic Development for CenterPoint Energy and a local member of the committee that <br />certifies economic development organizations as an Accredited Economic Development <br />Organization (AEDO). <br />An Economic Development Strategic Plan is an important cornerstone of any professional <br />economic development organization, and it is a necessary tool to acquire certification as an <br />AEDO. In that same meeting, the Board discussed the process for formulating a new ED <br />Strategic Plan, and the Board recommended that the 2009 ED Strategic Plan Board be updated or <br />refreshed. In the budget for FY 2015-2016, the ED Board appropriated $20,000 to update and/or <br />refresh the new ED Strategic Plan for the City of La Porte. The cost of a brand new strategic <br />plan is likely to exceed the existing budget. <br />As a result, the Board asked staff to identify how many of the recommended items in the 2009 <br />ED Strategic Plan have been completed. Most of the items have been completed, and the items <br />that were not completed were as a result of lack of community consensus (i.e. Main Street), <br />changing priorities, and changes in technology. For specific information, please see “2009 ED <br />Strategic Plan - Achievements”. <br />Based upon the approach that the ED consultants took to survey the community and formulate <br />the 2009 ED Strategic Plan, staff feels comfortable in updating the existing plan, refining the <br />focus, identifying and prioritizing new projects, and then creating a new plan of action, and <br />performance metrics to move forward. Key findings of the 2009 ED Strategic Plan are enclosed <br />as “Takeaways from the 2009 ED Strategic Plan”, and a full copy of the 2009 ED Strategic Plan <br />is also enclosed. <br />1 <br /> <br />
