PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br /> T AXP AYERS WISHING TO ADDRESS CITY COUNCIL <br /> Bill Scott of 1802 Lomax School Road, La Porte, Texas, voiced his concerns regarding the <br /> noise barriers for the rail warehouse and truck stop/convenience store, the feedlot adjacent <br /> to his property, and voiced his opinions of injustice and waste within the Planning <br /> Department. <br /> 7. Council considered approval or other action regarding a resolution authorizing the City <br /> Manager to sign the resolution to participate in the Victims' Assistance Discretionary <br /> Gran t. <br /> Police Chief Richard Reff presented summary and recommendation and answered <br /> Council's questions. <br /> Motion was made bv Councilmember Young to aonrove the resolution as nresented bv <br /> Chief Reff, Second by Councilmember Beasley. Council considered approval or other action regarding an ordinance authorizing the City <br /> Manager to execute an Advance Funding Agreement with the Texas Department of <br /> Transportation, Statewide Transportation Enhancement Program, and authorizing $46,000 <br /> to fund the City's share of said Agreement. <br /> Director of Parks and Recreation Stephen Barr presented summary and recommendation <br /> and answered Council's questions. <br /> Assistant City Attomey'John Armstrong: ORDINANCE 2002-2562 -AN <br /> ORDINANCE AUTHORIZING AND APPROVING AN ADVANCE FUNDING <br /> AGREEMENT BETWEEN THE CITY OF LA PORTE AND THE TEXAS <br /> DEPARTMENT OF TRANSPORTATION FOR A STATEWIDE TRANSPORTATION <br /> ENHANCEMENT PROGRAM AWARD, BEAu Ill' ICA TION OF SH 225 @ SENS <br /> ROAD; APPROPRIATING $46,000,00 TO FUND SAID AGREEMENT; MAKING <br /> V ARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING <br /> COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN EFFECTWE <br /> DATE HEREOF. <br /> Motion was made by Counciloerson Warren to aonroye the Ordinance as oresented by Mr. <br /> Barr, Second by Councilperson Ebow.
