A s <br />8MW9;1 <br />INFRASTRUCTURE AND <br />GROWTH CAPACITY <br />As detailed in Chapter 1, Demographic Snapshot, the City experienced <br />significant grozoth rates over a 20 ycr period from 1970 to 1990. More <br />recently, over the past tzoo decades, the rates of grozoth hove deceased and the <br />reunainin developable areas hove becoinc finite. While there zoill still be <br />grozoth in population, the City must transition its focus from grccnfield to <br />infill development. Similarly, the City must transition its focus from adding <br />rlczo infrastructuure, facilities, and services to one focused on the expansion <br />and uuainteuance of the systeuns that already exist. The decisions inade today <br />zoill have lasting effects oil the City's continued abilities to generate economic <br />grozoth and provide adequate, efficient, and fiscally responsible municipal <br />services to its citizens. <br />infrastructure systems, programmed and anticipated utility ch. 11, Public Safety <br />improvements, existing staffing and service capabilities of the <br />police, fire, and EMS departments, and projected population <br />growth of the City.
