b. One additional crime analyst; <br />C. One additional jailer per shift; and <br />d. One additional dispatcher per shift so <br />that Fire /EMS Departments have a <br />dedicated person taking and <br />dispatching their calls. <br />2) Construct a new joint 6,000 square foot <br />animal shelter that is sufficient to achieve <br />certification requirements. <br />3) Seek out partnerships, e.g., the La Porte <br />Independent School District and local <br />industries, to fund and construct the new La <br />Porte Safety Town facility to provide a safe <br />place for student hands -on learning /training <br />on such subjects as fire prevention, bicycle <br />safety, 911 training, stranger danger, <br />Internet safety, home hazards, severe <br />weather, and shelter in place, among others. <br />4) Upgrade the firing range so that it has <br />adequate lighting and a moveable target <br />system to increase officer preparedness in <br />emergency situations using force. <br />5) Establish a formalized replacement and procurement program for <br />vehicles and equipment to keep pace with state -of- the -art law <br />enforcement technology and capabilities. This could include: <br />a. Rotating cars every three years; <br />b. Replacing laptops and software in patrol cars in a timely manner. <br />6) Provide adequate funding to expand the amount and quality of more <br />cost - effective in -house training for patrol officers and other staff. <br />7) Continue to contract with Cry Wolf false alarm management solutions so <br />that the numbers of false alarms continue to decrease, thereby <br />reducing the potential of injury to public safety staff and citizens (due to <br />unnecessary dispatch and response) and increasing the amount of time <br />available for training and response to actual emergency situations. <br />8) Continue to pursue grant opportunities, e.g., the Texas Department of <br />Transportation's Selective Traffic Enforcement Program (S.T.E.P.), among <br />others, so that additional public safety programs can be provided at <br />minimal cost to taxpayers. <br />9) Continue to work in partnership with the La Porte Independent School <br />District to provide on -site School Resource Officers (SROs) to maintain a <br />19 According to the La Porte Police Department Annual Report 2010, there was a 34% <br />reduction (i.e., 2009:1,327; 2010: 871) in the number of false alarms in the City <br />attributed to active participation in the Cry Wolf program. <br />A COM UNIT VISION FOR 1A PORTE, TEXAS - 2010 UPDATE <br />
