H. 99) will impact traffic patterns in the City. <br />5) Facilitating an adequate arterial and collector street system <br />that provides for multiple connections and options. <br />6) Accommodating and mitigating the effects of increased <br />freight movement in and through the City. <br />7) Maximizing flow and reducing traffic conflicts on existing <br />facilities through access management and other Transportation <br />System Management (TSM) strategies. <br />8) Thoroughfare development that is aesthetically pleasing and <br />compatible with and complements desired character. The character <br />of a corridor is influenced by the City's ordinances and Public <br />Improvement Criteria Manual (PICM) standards which regulate the <br />form of development, including the location and design of sites and <br />buildings which interact with the thoroughfare system. <br />Based on these considerations, the following goals, actions, and <br />initiatives address specific issues and needs identified during the <br />public participation process (and outlined in Chapter 1, Plan <br />Context). <br />community GOAL 4.1: Coordinate with federal, state, and local partners in enhancing <br />regional mobility to facilitate moving people and goods to, from, and <br />through the <br />Actions and Initiatives <br />1) Actively participate with TxDOT, The Grand Parkway Association, and <br />other agencies as additional planning and design efforts are undertaken <br />on the S.H. 99 segments north and south of the City. Since these <br />segments will have an effect on the City, it is important for the City to <br />evaluate its planning and design implications. <br />2) Actively participate in regional and statewide transportation planning <br />activities to promote funding and improvements that benefit La Porte. <br />3) Continue to coordinate with the Houston - Galveston Area Council (H- <br />GAC), TxDOT, and other regional partners to ensure implementation of <br />the following planning projects identified in the 2035 Regional <br />Transportation Plan (RTP).' <br />a.
