<br /> <br />DRAFT FEBRUARY 7, 2012 <br />2)Strengthened regulations for new Business Park and Auto-Urban <br />Industrial development/redevelopment. <br />3)Pursuing and offering economic incentives for those industrial activities <br />(or targeted clusters) that complement the City’s existing industrial base <br />and agree to meet the City’s livability objectives. <br /> <br />Goal 5.4: Balance increased economic development incentives for industry <br />(and targeted clusters) with improved regulatory provisions to protect the <br />City’s livability. <br /> <br />Actions and Initiatives <br />1)Strengthen the language in Development Agreements to require new <br />industrial development in the ETJ to adequately screen operations and <br />storage areas from public rights-of-way, provide additional landscaping, <br />etc., as a means to improve the City’s character and livability. <br />2)Continue to promote industrial development within the City and <br />industrial districts in the Exterritorial Jurisdiction (ETJ). <br />3)Assess local economic factors to determine favorable conditions for <br />locating identified industry clusters. This would include identifying the <br />most appropriate target clusters, followed by surveys, interviews, and <br />focus group discussions with industry experts to identify their location <br />preferences. <br />4)Update the zoning and development codes to ensure higher quality <br />standards are achieved for those uses that would be allowed in Business <br />Park and Auto-Urban Industrial areas. Additionally, provisions must be <br />strengthened to improve compatibility between areas of differing <br />character and to achieve better community livability (see Chapter 2, <br />Land Use and Character, for additional information on needed regulatory <br />improvements). <br /> <br />Goal 5.5: Proactively prepare undeveloped (and appropriate) areas for <br />future industrial development and target clusters. <br /> <br />Actions and Initiatives <br />1)Proactively zone land within the City for needed commercial, office, and <br />light industrial uses, as identified on Map 2.6, Future Land Use Plan. In <br />anticipation of the 45 percent increase in expected freight tonnage, this <br />is particularly important to pre-zone those areas designated as Business <br />Park and Auto-Urban Industrial. <br />2)Market and provide incentives for these pre-zoned areas to create large- <br />scale business parks. This could include incentives to install the public <br />infrastructure needed for multi-lot developments, so that future <br />individual businesses have shovel-ready lots where all that is remaining <br />to do is to construct the building. <br />5.16 <br /> <br />Chapter 5 <br /> <br />
