The City may also condition the incentive upon the <br />creation of employment, construction of improvements, certain <br />development, continued operations for a specified period of time, or <br />other public consideration. <br />2)Explore Undertake an existing retail market analysis to help identify <br />opportunities for future expansion of the City’s retail space. The analysis <br />should include a demographic analysis of La Porte’s market segments, a <br />sales gap analysis, and an analysis of the City’s economic composition <br />and competition. The outcome of this analysis should be to develop a <br />coordinated economic development strategy comprised of four main <br />elements: retail development, tourism, a convention center (consistent <br />with the available space at the soon-to-be-renovated Sylvan Beach <br />Pavilion), and support for industry. Prepare to proactively market La <br />Porte to identified market segments identified in the report. <br />3)Consider non-cash incentives for stimulation of new <br />development/redevelopment of retail and other commercial service <br />businesses, including such things as: <br />a.Fast-track plan review and permitting (as staff work allows); <br />b.Dedicated inspections; <br />Attracting Talent <br />c.Corporate relocation assistance for employees and their <br />families; <br />National demographic trends, <br />d.Employee recruitment and training, as funded through state <br />most notably the aging of the <br />grant programs and potentially San Jacinto College; <br />baby boomers, suggest that <br />e.Business promotion and assistance; and, <br />demand for workers may soon <br />f.Assistance with demolition of existing structures for <br />outstrip supply.
