PlanningandZoningCommissionRegularMeeting <br />November19,2015 <br />FutureLandUsePlanAmendment(LaPorteTownCenter) <br />PlanningandDevelopmentDepartment <br />StaffReport <br />ISSUE <br />ConsiderarecommendationofapprovaltotheCityCouncilforanamendmenttothe <br />ĭźƷǤ͸ƭFutureLandUsePlanasdemonstratedintheattachedExhibitA. <br />RECOMMENDATION <br />ShouldthePlanningandZoningCommissiondesiretorecommendapprovalofAgenda <br />ItemRequests(#4&#57)pertainingtothedevelopmentofthe20acretractoflandfor <br />theLaPorteTownCenterdevelopment,thentheĭźƷǤ͸ƭFutureLandUsePlanshouldbe <br />amendedasdescribedinthisitem. <br />DISCUSSION <br />StaffispresentingforconsiderationanamendmenttotheĭźƷǤ͸ƭFutureLandUsePlanin <br />conjunctionwitharequestbyTurfwayFEC,LLCforthedevelopmentoftheLaPorte <br />TownCenterdevelopment.Thisisaproposedentertainment,retail/service,and <br />residentialmixedusedevelopmentlocatedonStateHighway146northofWharton <br />WeemsBoulevardona20acretractoflandknownasTract1L,JohnsonHunterSurvey, <br />Abstract35. <br />TheĭźƷǤ͸ƭFutureLandUsePlan(FLUP)identifiesthispropertyasͻ\[ƚǞDensity <br />wĻƭźķĻƓƷźğƌͼlanduse.Inordertoaccommodatetheproposeddevelopment,theFLUP <br />wouldneedtobeamendedtoallowforͻ/ƚƒƒĻƩĭźğƌͼuse(forproposedhotel, <br />entertainmentcenter,andretailandrestaurantpadsites),ͻaźǣĻķ <br />ƭĻͼuse(forthe <br />proposedliveworkunits),andͻaźķtoHighDensitywĻƭźķĻƓƷźğƌͼ(fortheproposed <br />brownstonetownhomeunits).TheFLUPmaybeamendedfromtimetotimeifapproved <br />bytheCityCouncil,uponrecommendationbythePlanningandZoningCommission.The <br />attachedExhibitAdemonstratestheexistinglanduseversuswhatisbeingproposed. <br />ThesubjectsiteiszonedPUD,PlannedUnitDevelopment,whichallowsfortheuses <br />proposedinthedevelopment.Theapplicanthasalsosubmittedapplicationfora <br />GeneralPlanandSpecialConditionalUsePermit,whicharebothbeingpresentedtothe <br />Commissionatthismeeting.ThisFLUPamendmentwouldbeconsistentwiththe <br />proposedGeneralPlanandSCUP. <br />1 <br /> <br />
