PlanningandZoningCommissionRegularMeeting <br />May19,2016 <br />MajorDevelopmentSitePlanΑS.16 th StreetPartners,LTD <br />concurswiththemethodologyofthereportanditsfindings.Thereportfindsthatthe <br />impactsgeneratedbythedevelopmentareminimaltotheexistingroadwaynetwork <br />andthatnoadditionaloffsiteimprovementsarenecessary. <br />Drainageanddetention. <br />Theproposeddevelopmentisrequiredtoprovideonsitedetention.Asaresult,thesite <br />planincludesadrypondtomeetthedrainagerequiredbytheĭźƷǤƭPublic <br />ImprovementCriteriaManual(PICM).TheattachedExhibitDisacopyoftheDetention <br />CalculationspreparedbyWard,Getz&AssociatesConsultingEngineersonbehalfofthe <br />applicant.Atthetimethisstaffreportwasconducted,theĭźƷǤƭengineer,Klotz <br />Associates,hadnotfinishedtheirreviewofthesecondsubmittalofthedrainagereport. <br />StaffisconfidentthatifthereareanyremainingcommentsfromtheĭźƷǤƭengineerthey <br />willbeminorinnatureandwouldsuggestthattheCommissionconditionapprovalof <br />thesiteplanontheresolutionofanycommentsaspartoftheĭźƷǤƭreviewofthe <br />DrainageCalculationspriortoexecutionofthesiteplan. <br />Utilities. <br />Therearesufficientpublicutilityfacilitiesinproximityofthissitetomeettheneedsof <br />theproposeddevelopment.Thesitewilltapintoanexisting12inchsanitarysewerline <br />ontheeastsideofS.16 th Street.Theproposeddevelopmentwilltapintotheexisting8 <br />inchwaterlinesouthofthesubjectparcel.TheUtilitiesDivisionoftheĭźƷǤƭPublic <br />WorksDepartmenthasreviewedthesiteplanandhasnoobjectiontoconnectiontothe <br />ĭźƷǤƭwaterandsewerlinesasproposed. <br />ArchitecturalFaçade. <br />Theproposeddevelopmentwillbeconstructedascoloredtiltwallwithglassstorefront <br />atalltheentrancesonS.16 th Street.Theapplicantisalsoproposingabandofstone <br />alongthebaseofthefaçadealongS.16 th Streetandwrappingaroundbothsides. <br />Conclusion: <br />Basedontheanalysisabove,stafffindsthattheproposedMajorDevelopmentSitePlan <br />fortheGCP16Streetbuildingcomplieswiththevariousapplicablecoderequirements <br />th <br />andshouldbeconsideredforapprovalsubjecttoresolutionofanydrainagerelated <br />commentsresultingfromthelatestreviewofthedrainagecalculationsbytheĭźƷǤƭ <br />engineer. <br />ATTACHMENTS <br />ExhibitA:ApplicationForm <br />ExhibitB:GCP16 th StreetSitePlan <br />ExhibitC:TrafficImpactAnalysis <br />ExhibitD:DetentionCalculations <br />ExhibitE:AreaMap <br />4 <br /> <br />
