Fairmont Parkway <br />La Porte, TX 77571 <br />RE: Master Planned Community of ±234 Acres on Bay Area Boulevard <br />On behalf of Beazer Homes, BGE|Kerry R. Gilbert & Associates respectfully submits this letter along with the Special <br />Conditional Use Permit and General Plan for a master planned community on ±234.7 acres on Bay Area Boulevard. This <br />development, located on the west side of Bay Area Boulevard between Spencer Highway and Fairmont Parkway, <br />presents a unique window of opportunity to create a premier master planned community in the City of La Porte. The <br />property is currently zoned as PUD, which requires approval of a Special Conditional Use Permit and General Plan prior <br />to development. <br />The subject property, combined with ±133.9 acres on the east side of Bay Area Boulevard for a total of ±368.6 acres, has <br />been owned by an out-of-state corporation since at least 1984 and withheld from development. The owner desires to <br />sell the entire ±368.6-acre tract at once, with the additional limitation that residential uses be limited to the west side of <br />Bay Area Boulevard. <br />Therefore, sale and development of the tract requires a concerted joint effort between a business/light industrial <br />developer for the east side and a residential developer for the west side. Avera Companies and Beazer Homes are <br />partnering on a purchase of the two respectiv <br />tract, Beazer Homes intends to develop a master planned residen <br />Comprehensive Plan to be governed by this General Plan. <br />Purchase of the tract is contingent upon approval of this General Plan and Special Conditional Use Permit. Should this <br />plan not be approved, the property will likely be removed from the market and will once more be withheld from <br />development. Absent approval of this general plan, the tract will continue in its vacant and under-utilized state. <br />Master Planned Community Description <br />A master planned community is designed to endure. Master planned communities in the Houston metro area have <br />proven over many years to produce higher average home values than homes in typical stand-alone subdivisions. <br />Additionally, values in master planned communities are retained better over time, especially during economic down <br />turns. Higher and more stable property values are an important benefit for the City of La Porte. <br />A master planned community on this property will provide a range of single family home products, higher density <br />multifamily and senior living, and business uses serving the local area.
