Herrera <br />City Manager <br />City of La Porte <br />City Hall <br />La Porte, Texas <br />Re: City Council Re-DistrictingjCensus 2000 <br />Dear Mr. Herrera: <br />You have asked me to furnish you a letter on the procedure to be <br />followed for City council re-districting following the federal <br />census which will be conducted in April, 2000, and, also on the <br />question of possibly reducing the number of polling places. <br />six City Councilpersons are elected from single member districts. <br />Article 2.01(b), "Formation of Districts II , of the Home Rule Charter <br />of the city of La Porte, provides that City Council shall divide <br />the city into six districts which are reasonably compact, <br />contiguous and of as nearly equal population as practicable. <br />Immediately following the publication of the 2000 federal census, <br />which I would anticipate will occur sometime during the year 2001, <br />City Council is required to conduct an investigation and determine <br />the population of the city and the population of each of the <br />districts from which district Councilpersons are to be elected. <br />Such determination shall be based upon the best available data, <br />including, but not limited to, the most recent federal census. <br />Council then passes an ordinance, which makes a final determin~tion <br />of the population. <br />After such determination by City Council, if the distribution of <br />population among the various. districts is determined by city <br />Council to be. materially unbalanced, the city Council shall <br />establish new boundaries for the election of district Council- <br />persons. <br />Following the 1980 and 1990 federal censuses, the city Council made <br />its determination, and then appointed a citizens committee to study <br />the matter, hold public meetings, receive public input, and <br />recommend to City Council, a plan for re-districting, again, <br />dividing the City into six districts which are "reasonably compact, <br />contiguous and of as nearly equal population as practicable". <br /> 22.7 <br />
