H. PLAN DESCRIPTION <br />Based on the evaluation of alternatives available to the La Porte Area Water <br />Authority for conserving water, the following elements have been selected as <br />those best suited to the needs of the Authority for water conservation: <br />Continuing Public Education and Information <br />Water conserving plumbing code for new construction <br />Retrofit programs <br />Water rate structures <br />Supply Management <br />Universal metering <br />Meter repair and replacement <br />Leak detection and repair <br />Recycling/reuse <br />CONTINUING PUBLIC EDUCATION AND INFORMATION <br />A program of public education and information to promote water conservation by <br />the public has been instituted. The program includes the following: <br />•A Conservation messages printed on customer's water bills, city websites <br />and community newsletters. <br />❖ The Cities provide support to the Harris -Galveston Coastal Subsidence <br />District's "Water Conservation Education Program" that provides water <br />conservation information to the residents through their elementary school <br />children, <br />❖ New customers are provided water conservation literature at the time <br />they initially sign up for service. <br />The public education program covers the water saving methods such as those <br />listed in Appendix A, "Water Conservation Literature". The La Porte Area Water <br />Authority places special emphasis on the need to insulate pipes to prevent <br />freezing in cold weather, retrofitting of plumbing fixtures and devices, and <br />landscaping conservation methods. The energy savings associated with a water <br />conservation program are also be emphasized. Publications and materials for <br />the program are obtained from: Texas Water Development Board, Texas <br />Commission on Environmental Quality, American Water Works Association; <br />Texas Water Utilities Association, American Public Works Association, and the <br />Environmental Protection Agency. <br />2.
