DISCOVER WHAT YOUR COMMUNITY HAS DONE INVESTIGATE WHAT IS <br />ALREADY IN PLACE Find out what your community has already done to lessen <br />IYPICAL FLOOD -RELATED <br />RESPONSIBILITIES OF <br />LOCAL DEPARTMENTS: <br />the consequences of future floods. Most communities <br />• Have zoning ordinances, subdivision regulations, and other measures that <br />regulate development in identified flood -hazard areas. <br />• Participate in the National Flood Insurance Program so that citizens can <br />purchase flood insurance. <br />You may find that your community also has taken some of these additional steps: <br />• Using flood forecasting and warning systems. <br />• Having emergency plans telling what to do when a flood threatens. <br />• Buying flood -damaged properties. <br />Usually this means relocating the resi- <br />dents or businesses, demolishing or <br />moving the structures, and using the <br />newly vacant land for open space. <br />• Participating in the construction or <br />maintenance of flood protection facilities like upstream dams, dikes, levees, <br />floodwalls, and channel alterations. <br />• Individual property owners may have elevated their buildings above expected <br />flood levels or built walls or dikes. <br />• Adopting measures to control runoff from developing areas outside the floodplain. <br />IDENTIFY DEPARTMENTAL RESPONSIBILITIES Various offices or departments <br />of your local government probably have been assigned responsibility for flood -related <br />tasks. Take inventory of who does what. Review coordination and cooperation <br />BUILDING PERMITS AND ZONING <br />Enforcement of codes and ordinances <br />adopted by the council or board, in- <br />cluding those for flood -hazard areas. <br />PARKS AND RECREATION Planning, <br />development, and management of <br />parks, recreation, and other open - <br />space facilities in flood -prone areas. <br />PUBLIC AFFAIRS Public awareness <br />of flood hazards and individual <br />protective measures. <br />URBAN RENEWAL Incorporating <br />flood damage reduction measures <br />into urban renewal. <br />PLANNING Incorporating the flood <br />risk and actions to address that risk <br />into the community's vision for <br />the future. <br />ECONOMIC DEVELOPMENT <br />Providing opportunities for economic <br />development while accounting for <br />the exposure of such development to <br />flood risk and economic loss. <br />PUBLIC WORKS Stormwater man- <br />agement, erosion control, water <br />supply, waste treatment, flood <br />emergency measures, and repairs. <br />EMERGENCY MANAGEMENT AGENCY <br />Response to emergencies, including <br />floods. <br />FIRE AND POLICE DEPARTMENTS <br />Public notification of flood threat, <br />evacuation, roadblocks, traffic control. <br />page 11 <br />
