July 22, 2011 <br />Honorable Mayor and Members of the City Council <br />City of La Porte <br />La Porte, Texas 77571 <br />Dear Mayor and Members of the City Council: <br />of La Porte <br />Btablished 1892 <br />I am pleased to submit to you the proposed budget for 2011 -2012. Although challenging, I believe this <br />budget continues to address the needs of the community. As I've stated previously, our forecasts for the <br />next two years appears to be workable with prudent planning, but three years out we begin to experience <br />significant revenue shortfalls and actions we take now will either exacerbate or diminish this projected <br />impact. This proposed budget not only encompasses direction of council from the spring budget retreat, but <br />it also incorporates strategies for reducing the expenses to the city over the next several budget years. A <br />summary of the budget is as follows: <br />• No increase in taxes <br />• Adds a third ambulance and associated personnel <br />• Increases the residential solid waste fee by $1.50 /month <br />• No utility fund transfer to the general fund <br />• Reduced transfer from the general fund to the capital improvement fund <br />• No salary or merit pay increases for employees <br />• Capital Projects including: <br />o $1.2 Million for Lomax rodeo arena park improvements (partially funded by the economic <br />development corporation) <br />o $0.985 Million for a new animal shelter <br />o $0.975 Million for Utility Improvements <br />o $1.05 Million for Street Improvements <br />• Vehicle Replacement of $1.5 Million <br />Overall, I continue to be optimistic about our future and look forward to working with each of you as we strive <br />to enhance the quality of life for all of our citizens. <br />Sincerely, <br />Ron Bottoms <br />City Manager <br />604 W, Fair:Z one Pkwy, ° La Pone, Tcj;as 77571 - (281) 471 -5020 <br />
