PARTI- CHARTER <br />CHARTER COMPARATIVE TABLE <br />3.01. - City manager. <br />a. Appointment and qualifications. City council shall appoint a city manager, who shall be chosen <br />solely on the basis of his executive and administrative training, experience and ability. No member of <br />city council shall, during the term for which he is elected and for one year thereafter, be appointed city <br />manager. <br />b. Term and salary. The city manager may be appointed and removed at the will and pleasure of city <br />council by a vote of the majority of the entire city council. The action of city council in suspending or <br />removing the city manager shall be final, it being the intention of this Charter to vest all authority and fix <br />all responsibility of such action in city council. Council shall set a salary for the city manager as it <br />deems appropriate. <br />C. Duties. Except as provided elsewhere in this Charter, the city manager shall be the chief executive <br />officer and head of the administrative branch of the city government. He shall be responsible to the <br />council for the proper administration of all affairs of the city and to that end he shall have power and be <br />required to: <br />1. Devote all his working time and attention to the affairs of the city <br />2. Appoint and, when necessary for the good of the city, remove all city officers and employees <br />except those for which this Charter provides otherwise. He may authorize the head of a <br />department to appoint and remove subordinates in such department. <br />3. Prepare the budget annually, submit it to council and be responsible for its administration <br />after adoption. <br />4. Prepare and submit to council, as of the end of the fiscal year, a complete report on the <br />finances and administrative activities of the city for the preceding year. <br />5. Keep council advised of the financial condition and future needs of the city and make such <br />recommendations as may seem to him desirable. <br />6. Perform such other duties as may be prescribed by this Charter or required of him by the <br />council, not inconsistent with this Charter. <br />d. Provisions for absence. Within thirty (30) days after taking office, the city manager shall designate <br />by letter filed with the city secretary a qualified administrative officer of the city to perform his duties <br />during his temporary absence or disability. Upon receipt of said letter, the city secretary shall advise <br />council of its contents. Said letter shall be in force and effect for the duration of the city manager's <br />employ or until he files another such letter. <br />3.02. -Administrative departments. <br />a. Creation. There are hereby created the following administrative departments: Finance, police, fire, <br />law, public works, health, parks and recreation, and water and sewer. <br />Council may by ordinance create or abolish offices, departments or agencies other than the offices, <br />departments or agencies established by this Charter. <br />b.
