PART I - CHARTER <br />CHARTER COMPARATIVE TABLE <br />6.08. - Appropriations lapse at end of year. <br />All appropriations shall lapse at the end of the budget year to the extent that they shall not have been <br />expended or lawfully encumbered. <br />ARTICLE VI. - INITIATIVE, REFERENDUM AND RECALL <br />6.01. - Power of initiative. <br />6.02. - Power of referendum. <br />6.03. - Procedure for initiative or referendum petition <br />6.04. - Consideration of referendum or initiative by council <br />6.05. - Election on referendum or initiative <br />6.06. - Amendment of initiative or referendum ordinances <br />6.07. - Power of recall. <br />6.08. - Procedure for recall petition <br />6.09. - Recall election. <br />6.10. - District fudge may order election <br />6.01. - Power of initiative. <br />The electors shall have the power to propose any ordinance except an ordinance appropriating money <br />or authorizing the levy of taxes, and to adopt or reject the same at the polls, such power known as the <br />initiative. <br />6.02. - Power of referendum. <br />The electors shall have power to approve or reject at the polls any ordinance passed by council, or <br />submitted by council to a vote of the electors, except as provided in section 5.05, such power being <br />known as the referendum. Ordinances submitted to council by initiative petition and passed by council <br />without change shall be subject to the referendum in the same manner as the other ordinances. <br />6.03. - Procedure for initiative or referendum petition. <br />a. Form of petition. <br />1. Text. Initiative petition papers shall contain the full text of the proposed ordinance. <br />2. Signatures. <br />(a) The signatures to initiative or referendum petitions need not all be appended to one <br />paper, but to each separate petition there shall be attached a statement of the circulator <br />thereof as provided by this section. Each signer of any petition paper shall sign his name in <br />ink or indelible pencil and shall indicate after his name his place of residence by street and <br />number, or other description sufficient to identify the place. <br />(b) The petition shall be signed by qualified electors of the city equal in number to at least <br />Page 21 of 32 La Porte, Texas, Code of Ordinances <br />
