Thepropertymustbefreeofthoseforeseeablehazardsandadverseconditionsthat <br />mayaffectthehealthandsafetyoftheoccupants,thestructuralsoundnessofthe <br />dwellingorwhichmayimpairthecustomaryuseandenjoymentoftheproperty. <br />Thedwellingunitmustbeprovidedwithspacenecessarytoassuresuitableliving, <br />sleeping,cookinganddiningaccommodations,sanitaryfacilitiesandfacilities <br />necessarytocreateasafe,functional,healthful,durable,andenergyefficientliving <br />environment. <br />Defectiveconstruction,poorworkmanship,evidenceofcontinuingsettlement, <br />excessivedampness,leakage,decay,termites,orotherconditionsimpairingthe <br />safety,sanitationorstructuralsoundnessofthedwellingshallrendertheproperty <br />unacceptable,untilthedefectsorconditionshavebeenremediedandthe <br />probabilityoffurtherdamageeliminated. <br />1.Streets <br />Thepropertymustbeprovidedwithasafeandadequatepedestrianor <br />vehicularaccessfromapublicorprivatestreet. <br />Allstreetsmusthaveanallweathersurfaceandusableduringrunoff. <br />Anallweathersurfaceisaroadsurfaceoverwhichemergencyvehiclescan <br />passinalltypesofweather. <br />Privatestreetsmustbeprotectedbypermanenteasementsandmaintained <br />byaHomeownersAssociationorjointmaintenanceagreement. <br />And(privatestreets)shallprovideaccesstoallofthepropertyforessential <br />andemergencyuse. <br />2.AccessontoProperty <br />Dwellingunitsshallhaveameansofaccessinwhichitisnotnecessaryto <br />passthroughanyotherunit. <br />Thebackyardshallbeaccessiblewithoutpassingthroughanyotherunit. <br />Forarowtypedwelling,theaccessmaybebymeansofalley,an <br />easement,bypassagethroughthedwellingorbyotheracceptable <br />means. <br />3.Service <br />Dwellingunitsshallhavethecapacitytobemaintainedindividuallywithout <br />trespassingonadjoiningproperties. <br />Ifasingledrainlineinthebuildingservesmorethanoneunit,thebuilding <br />draincleanoutsmustbeaccessiblefromtheexterior.Exteriorcleanouts <br />shallbeinstalledinanareaandinamannerthatdoesnotcreateatripping <br />oraccidenthazard. <br />4.Utilities <br />Utilitiesmustbeindependentforeachdwellingunitexceptthatcommon <br />services,water,sewer,gas,andelectricity,maybeprovidedforthedwelling <br />unitsunderasinglemortgageorownership. <br />21 | Harris County Minimum Property Standards, June 2011 <br /> <br />
