V.MinimumAcceptableStandardsRehabilitationofHousing <br />a.SingleFamilyRehabilitation <br />1.Overview/Applicability <br />Thisdocumentconsistsofstandards,whichmustbemetforrehabilitatingasingle <br />familyhome.Itisapplicableonlytosubstantialrehabilitationasopposedtoanew <br />construction.Thestandardsare performancestandards forexample,specifyingthat <br />unitsmustbehabitableandinfunctionalconditionwithmaximumlifeexpectancy.The <br />performancestandardsaresimilartocodesgoverningthequalityofnewconstructionof <br />housing.Thisminimumstandardappliestoallsubstantialrehabilitationofowner <br />occupiedsinglefamilyhousingfundedthroughCSD. <br />2.ApplicabilityofStandardstoMinorHomeRepairsandEmergencyRepairs <br />Minorhomerepairsandemergencyrepairsmaymeetthesestandardsonaselective <br />basis.Whenapplyingthesestandardstominorandemergencyrepairsforsinglefamily <br />housingwherefundingmaybelimited,notallstandardsareexpectedtobemet; <br />however,theitemstoberepairedshallberepairedtotheapplicablestandardforsuch <br />item.Forexample,iftheroofistoberepaired,itshallberepairedaccordingtothe <br />standardfoundinthisdocument.Tothemaximumextenteconomicallyfeasible,all <br />housingaddressedunderaminorrepairprogramshallfirstmakerepairsinthefollowing <br />orderofgreatestneed: <br />Repairstoprotectthehealth,safety,andsecurityoftheoccupantandhis/her <br />family, <br />Repairstopreserveorrestorethestructuralintegrityofthebuildingtoassureits <br />continuedfitnessforuseasasinglefamilydwelling,and <br />Repairstoimprovetheenergyefficiencyofthedwellinginacosteffectivemanner; <br />and <br />Repairstoaddressotherworkdeemednecessarytoaccomplishworkitems <br />identifiedabove. <br />Suchminor/emergencyrepairworkwillbefundedtobecompletedtothemaximum <br />amountoffundingavailabletoaddressminororemergencyrepairs.Whenperforming <br />minorrepairs,repairstothesestandardswillonlyaddressitemstoremoveorreduce <br />hazardsandnotnecessarilydesignedtomeetorexceedHousingQualityStandards <br />(HQS),orlocalexpectedbuildingcodes.Sinceminororemergencyrepairsmaynotbring <br />thehousingunitsintocompliancewithallcodes,anduseofHOMEprogramfunds <br />requirescompliancewithallapplicablecodes,fundingforsuchrepairsarerestrictedto <br />CommunityDevelopmentBlockGrantorothergrant,orlocalfunds. <br />3.MinimumStandardFeaturesinAllHomes <br />Thefollowingminimumstandardfeaturesshallbemetwhenrehabilitatingsinglefamily <br />unitsifexistingmaterials,and/orappliancesarehazardoustothehealthandsafetyof <br />theoccupants,inoperable,orirreparable,andmustbereplaced: <br />3920BWater Heaters | Harris County Minimum Property Standards, June 2011 <br /> <br />
