Harris County Community Services Department <br /> Affordable Housing Project Design Standards <br /> <br />relocationpayments. <br />Relocationevaluationformisforwardedtoprogramparticipanttoevaluatethe <br />successoftherelocation. <br />Ifcomplaintsarise,HarrisCountyprogramadministrators,theirsubrecipientandthe <br />programparticipantwillenterintoinformalcomplaintresolution. <br />Documentingrelocationservicesandmaintainingfilesoneachprogramparticipant <br />byHarrisCountysubrecipients. <br />1.6EnvironmentalReview <br />Allactionsthatutilizefederalfinancialassistancemustundergoanenvironmentalreview.The <br />environmentalreviewismeanttobeaproactivestepforprotectingtheenvironmentandits <br />inhabitants.Itconsidersboththeeffectstheproposalcouldcreatethatchangeits <br />environmentandtheeffectsimposedbytheenvironmentupontheproposalandits <br />accomplishments. <br />Acompleteandclearprojectdescriptionshouldprovidelocationspecificinformationand <br />geographicboundaries,aswellasadelineationofallactivitiesincludedintheoverallscopeof <br />theproject.Thelevelofreviewvariesdependingonthetypeofactivitiesaproposedproject <br />willinvolveaswellasotherfactors,suchasbutnotlimitedtoenvironmentalconcernsor <br />locationwithinafloodplain.SeeTabIISiteSelection&NeighborhoodCompatibilityunder <br />EnvironmentalReviewRequirementsformoreinformation. <br />1.7RestrictiveCovenantsandLoanSecurity <br />HCCSDrequiresaLandUseRestrictiveAgreement(LURA)tosecureperformanceduring <br />requiredaffordabilityperiods.Projectsthatrequiresubordinationofthe/Ò·äxLURAtoa <br />seniormortgagelendermaybedeemednoteligibletoreceiveCountyfunding.Harris/Ò·äx <br />LURAshallbesuperiortoallfinancialliens;however,maybesubordinatedtocovenantsmore <br />restrictiveintermsofaffordabilitythanthe/Ò·äxLURA.Whenassistanceisprovidedinthe <br />formofaloan,suchloanshallbesecuredbyarecordedDeedofTrust. <br />1.8CountyProjectCosts <br />HCCSDshallincludefundsintheoverallprojectbudgettocoverthecostforinspectionofthe <br />projectconstruction.InspectionswillbeperformedbyCountystafftoensurecompliancewith <br />federal,state,andlocalregulationsaswellastoensureperformmeasuresasdetailedinthe <br />contractbetweenHarrisCountyandthesubrecipient.Thetotalcostshallbeapproximately2 <br />Harris County Community Services Department 9 <br />Affordable Housing Project Design Standards <br />Revised May 2011 <br /> <br />
