Harris County Community Services Department <br /> Affordable Housing Project Design Standards <br /> <br />period,theownerisrequiredtoprovidethetenantwithwrittennoticethatthetenancyperiod <br />isending.ThetransitionalhousingoperatorisrequiredbyHCCSDtohavewrittenpoliciesand <br />proceduresfortheoperationsofthefacility,whichshouldincludebutisnotlimitedtopolicies <br />andproceduresfortenantselectionandhomelessnessdocumentation,intake,tenant <br />agreements,termination,facilityrules,rent,andtransitionplanstopermanenthousing.Inno <br />casesshallresidentsoftransitionalhousingbedischargedintohomelessness. <br />SingleRoomOccupancy(SRO) <br />SingleRoomOccupancyhousingishousingconsistingofsingleroomdwellingunitsthatarethe <br />primaryresidenceofitsoccupantoroccupants.IftheSROprojectinvolvesnewconstruction, <br />conversionofnonresidentialspace,orreconstruction,eachunitmustcontaineitherfood <br />preparationorsanitaryfacilities(andmaycontainboth).Iftheprojectinvolvesacquisitionor <br />rehabilitationofanexistingresidentialstructureorhotel,neitherfoodpreparationnorsanitary <br />facilitiesarerequiredtobeintheunits.Iftheunitsdonotcontainsanitaryfacilities,the <br />buildingmustcontainsanitaryfacilitiesthataresharedbytenants.SROdoesnotinclude <br />facilitiesforstudents. <br />Themaximumperunitsubsidylimitsunder92.250arethesetforzerobedroomunits; <br />however,innoeventmaythemaximumsubsidyexceedtheactualdevelopmentcostofthe <br />unitsbasedontheirproportionateshareofthetotaldevelopmentcost. <br />IfaSROunithasneitherfoodpreparationnorsanitaryfacilities,oronlyone,therentmaynot <br />exceed75percentoftheFMRforazerobedroomunit.The{Œ;­­;©šE|rulecomparingtheFMR <br />to30percentof65percentofareamedianincomeandLowHOMErentsdonotapplyinthis <br />circumstance.ForanSROwithbothfoodandsanitaryfacilitiescontainedwithintheunit,the <br />standardssetforthinSection92.252relativetoHighandLowHOMErentsapply.HOMErents <br />includeutilitiesbutnotthecostofsupportiveservices. <br />GroupHousing <br />AGroupHomeisasingledwellingunit,usuallywithmultiplebedrooms,thatisoccupiedbytwo <br />ormoresinglepersonsorfamiliesconsistingofcommonspaceand/orfacilitiesforgroupuseby <br />theoccupantsoftheunit.Exceptinthecaseofa1bedroomgrouphome,agrouphome <br />providesseparateprivatespaceforeachoccupantorfamily.Italsoincludesgrouphousingfor <br />elderlyordisabledpersons.Supportiveservicesmaybeprovided.Inallcases,agrouphome <br />mustmeetthedefinitionof{wšÒ­z“m|u <br />TheentireprojectisconsideredasingleunitfordeterminationofmaximumHOMEsubsidy <br />limits92.250.Thesubsidylimitisbasedonthenumberofbedroomsintheunit. <br />RentsingrouphomesarebasedontheappropriateSection8ExistingHousingFairMarketRent <br />(FMR)fortheunitsize.Forexample,agrouphomewithfourbedroomswouldusetheFMRfor <br />afourbedroomunit.EachE’zŒäx­rentwillbeitsproportionateshareofthetotalunitrent. <br />Rentincludesutilitiesandbecauseagrouphomeisasingleunit,thereisnolowHOMErent. <br />Harris County Community Services Department 30 <br />Affordable Housing Project Design Standards <br />Revised May 2011 <br /> <br />
