EXHIBIT K <br />NORTHSIDE PLAN RECOMMENDATION 46: <br />THREE TRACK SYSTEM <br /> <br /> <br />1.Harris County no longer offers or hosts the program called the “Three Track Training <br />Program”. <br />2.However the Community Development Department of Harris County recommends working <br />with an organization called the Local Initiatives Support Corporation (LISC) of Greater <br />Houston <br />3.The LISC is the largest community development organization in the nation, which focuses on <br />a more comprehensive community development model to build a sustainable community. <br />4.The LISC takes a collaborative approach to helping neighbors build communities and offers <br />financial resources (loans, grants), technical assistance (consulting), and relationships with <br />local and national policymakers to local community development corporations. <br />5.The LISC takes a resident-led approach to comprehensive community development. Since <br />1989, the LISC and its affiliates have invested over $187 million in Houston, with an <br />additional $443 million leveraged. <br />6.The Community Development Department at Harris County also recommends that we <br />consider a specific program of the LISC called “Technical Assistance & Capacity Building”. <br />7.Go to www.lisc.org/houston/about_us/index.phpfor more information. <br />8.If the Council wishes to investigate a partnership with the LISC further, then please consider <br />authorizing staff to meet with the LISC staff to determine the needs for a working <br />relationship. <br /> <br /> <br />
