The COOP Plan provides a <br />framework for departments within the City to restore mission essential functions to employees and residents, in <br />the event of an emergency that affects critical operations. The plan was also intended to serve as a basis for <br />development of future plans that could incorporate mutual aid agreements and alternate work locations to <br />ensure an effective response in the event of a disaster. <br />Part of the COOP planning process is back <br />used in the event a primary City location becomes unavailable. The Office of Emergency Management <br />assessed various locations in La Porte that could serve as an alternate location for the Police Department, <br />Emergency Operations Center (EOC), and Dispatch Center during an emergency or disaster. This assessment <br />included identification of a backup location to house all essential personnel in the event of a hurricane ride out. <br />Staff Emergency Management (OEM) to discuss the potential for <br />use of their facilities, including but not limited to: the Central Campus Police Department and EOC, located at <br />3802 Luella Blvd in La Porte, and the Central Campus Transportation Center Building, located at 3327-3331 <br />Luella Blvd in La Porte. <br />The agreement is beneficial to both parties, in the event San Jacinto College needs to use City of La Porte <br />facilities as a backup location during an emergency or disaster that impacts their facilities. The proposed <br />interlocal agreement with San Jacinto College complies with Texas Government Code 418.1181, and the <br /> San Jacinto College formally <br />approved the agreement on July 10, 2018. <br />The agreement references the definition of a disaster as that term is defined in section 418.004 of the Texas <br />severe damage, injury, or loss of life or property resulting from any natural or man-made cause, including fire, <br />flood, earthquake, wind, storm, wave action, oil spill or other water contamination, volcanic activity, epidemic, <br />air contamination, blight, drought, infestation, explosion, riot, hostile military or paramilitary action, extreme <br />heat, other public calamity requiring emergency action, or energy emergency. <br /> <br />
