REQUEST FOR CITY COUNCIL AGENDA ITEM <br /> <br />Budget <br /> <br />Agenda Date Requested: October 22, 2018 <br /> <br />Source of Funds: 003 / 050 <br />Requested By: Lorenzo Wingate <br /> <br />Account Number: 050-7071-531-1100 <br />Department: Public Works <br /> 003-7071-531-1100 <br /> <br />Report: ___ Resolution: _X__ Ordinance: _______ <br />Amount Budgeted: $950,000 <br /> $40,000 <br /> <br /> <br />Amount Requested: $125,000 <br /> <br />Exhibit: Resolution Approving Local Commitment of Funds <br />Budgeted Item: YES NO <br />Exhibit: Table 1 <br />Exhibit: Table 2 <br /> <br /> <br />SUMMARY & RECOMMENDATION <br />On June 17, 2016, the U.S. Department of Housing and Urban Development (HUD) allocated $22 million in <br />Community Development Block Grant Disaster Recovery (CDBG-DR) Program funds to the State of Texas to <br />operate the CDBG-DR Program related to relief, long-term recovery, restoration of infrastructure and housing, <br />and economic revitalization in the most impacted and distressed areas (including Harris County) resulting from <br />Presidentially declared Federal Emergency Management Agency (FEMA) 4223-DR-TX (2015 Memorial Day) <br />and FEMA 4245-DR-TX (2015 Halloween) disasters. <br />The GLO-CDR has allocated $325,775.30 to the City of La Porte through Harris County initial MOD and MOD <br />Amendments No. 1 and 2 from the 2015 Floods CDBG-DR funds. On August 27, 2018, Staff submitted a Non- <br />Housing Project Application, to the GLO, detailing the City-housing project to repair or mitigate <br />damage that occurred during the Presidentially declared Federal Emergency Management Agency (FEMA) 4223- <br />DR-TX (2015 Memorial Day) and FEMA 4245-DR-TX (2015 Halloween) disasters. <br />2015 <br />Non-Housing Project Application and is in the process of making an eligibility determination. The <br />correspondence also stated the GLO requires copy of the City Council Minutes or Resolution approving any local <br />commitment of funds and how it will be utilized for construction, engineering, administration, environmental or <br />acquisition. <br />The estimated project construction cost is $361,000; estimated Engineering cost is $39,000; estimated <br />Environmental and Grant Administration cost is $36,300; for a total estimated project cost of $436,300, which <br />exceed <br />Since these funding for these improvements has been previously approved within the FY18 Budget as part of the <br />th <br />North 6 Street Drainage Improvements Project, Staff recommends commitment $125,000 of these budgeted <br />funds to supplement the $325,775.30 of potential grant funding, for a total project GLO project budget of <br />$450,775.30. <br />Benefits: <br /> <br />
