REQUEST FOR CITY COUNCIL AGENDA ITEM
Appropriation
Agenda Date Requested: 07.22.19

Source of Funds: N/A
Requested By:
Ian Clowes, City Planner

Department:
Planning & Development
Account Number: N/A

Amount Budgeted: N/A
Report Resolution Ordinance

Amount Requested: N/A
Exhibits: Ordinance No. 2019-3748
Budgeted Item: Yes No

Proposed SCUP

P&Z Recommendation Letter
Aerial Map
Zoning Map
Applicant Information
SUMMARY & RECOMMENDATION

Applicant, Jeff Davis, is seeking approval of an amendment to the existing Special Conditional
Use Permit (SCUP) to allow for the redevelopment of the existing pre-check truck facility. The
specific tract is located at 900 E. Barbours Cut Blvd. and is legally described as Reserve A,
Block 1, Port of Houston Authority.

The property is owned and operated by the Port Authority of Houston and houses one of their
pre-check trucking facilities. The site is operating under an existing SCUP which was approved
in 2003. The current SCUP was amended in October of 2017 to allow for extended hours of
operation. This was due to an increase in traffic at the port and thus, an increase in trucks being
processed through the pre-check facility.

The new request is to amend six (6) of the original thirteen (13) conditions in order to facilitate
a proposed redevelopment and expansion of the current pre-check truck facility. The
amendments are as follows:

Condition #3 - "Comply with the General Plan approved be the City."
The Port Authority requests that Permit Condition No. 3 be amended to reflect an
amended General Plan approved by the City, which reflects the updated Site Plan (See
Exhibit D).

Condition #4 -"Ensure that at least 30 percent of the property consists of landscaping and/ or
screening."
