RESOLUTION 2021-38 <br />A RESOLUTION OF THE CITY COUNCIL OF LA PORTE, TEXAS, AUTHORIZING THE <br />SUBMISSION OF AN APPLICATION TO THE TEXAS GENERAL LAND OFFICE (GLO) <br />RELATED TO HURRICANE HARVEY DISASTER RECOVERY EFFORTS IN RESPONSE TO <br />THE SEVERE STORM AND FLOODING EVENTS FROM AUGUST 24, 2017, THORUGH <br />AUGUST 29, 2017, UNDER FEMA DISASTER DECLARATION NO. 4332 (DR-4332); AND <br />AUTHORIZING THE MAYOR AND CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE <br />OFFICER(S) AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO <br />THE CITY'S PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK <br />GRANT — MITIGATION (CDBG-MIT) HAZARD MITIGATION SUPPLEMENTAL PROGRAM. <br />WHEREAS, Hurricane Harvey (DR-4332) severely impacted the City of La Porte from August 24, 2017, <br />through August 29, 2017; and <br />WHEREAS, the City of La Porte desires to initiate long-term recovery efforts and address certain conditions <br />which represent a threat to the public health and safety; and <br />WHEREAS, the City of La Porte desires a viable community, including decent housing and a suitable living <br />environment and expanding economic opportunities, principally for persons of low -to -moderate income; and <br />WHEREAS, the City of La Porte aims to affirmatively further Fair Housing by identifying projects that <br />overcome or do not increase patterns of residential segregation based on race, color, religion, national origin, <br />sex, disability or family status; and <br />WHEREAS, it is necessary and in the best interests of the City of La Porte to apply for funding under the <br />Texas Community Development Block Grant -Disaster Recovery Program; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LA PORTE, TEXAS: <br />SECTION 1. That a Texas Community Development Block Grant -Mitigation Program application for the <br />Hazard Mitigation Supplemental fund is hereby authorized to be filed on behalf of the City of La Porte with <br />the Texas General Land Office for disaster mitigation efforts. <br />SECTION 2. That the projects detailed within the application will address streets, drainage, and water <br />system improvements which were compromised and failed to function during Hurricane Harvey, thereby <br />placing undue and certain health and safety risks on residents. <br />SECTION 3. That the application be for $4,000,000.00 of grant funds to provide enhancements to the <br />proposed street, drainage, and water system facilities. <br />SECTION 4. That the City Council directs and designates the Mayor and the City Manager as the City's <br />Chief Executive Officer(s) and Authorized Representative to act in all matters in connection with this <br />application and the City's participation in the CDBG-MIT Program. <br />
