There are three <br />(3) other adjacent property owners that will be affected by this proposed closure. Dorothy <br />Hearon has elected not to participate in the closure and has authorized conveyance of <br />herportion of the right-of-way to the applicant.Crenshaw Real Properties and Frontier <br />Port Properties, the other adjacent owners, have elected to participate and will receive <br />separate deeds for their portions of the closure. <br />The total area of the requested closure is 4.863 acre (211,815.06square feet). The area <br />to be closed and abandonedwill be incorporated into the existing developmentsto the <br />east and north. <br />Staff have determined that there are no franchised utilities existing within the right-of- <br />way. Comcast, AT&T, and CenterPoint, the three (3) franchise utility companies, have all <br />provided letters of no objection to the proposed right-of-wayclosure.There is an existing <br />eight (8) inch fire suppression water main in a portion of the right-of-way to be closed. As <br />partof the closure agreement,the City will abandon this portion of the watermain, <br />transferring ownership of the water main and existing fire hydrants to the applicant. <br />In accordance with Sections 62-35 (b)utilized <br />anappraisal conducted in 2019 for an adjacent right-of-way closure in order to establish <br />fair market value. The appraisal report established a value of $2.50per square foot. The <br />applicant has submittedclosing fees in the amount of $529,537.65(211.815.06sq. ft. x <br />$2.50) to the City. These funds are being held in escrow subject to final consideration <br />and action by City Council. <br /> <br />
