DocuSign Envelope ID: 348BB866-CFC7-422D-BFB7-863533B13759 <br />GLO CONTRACT No. 22-119-004-D374 <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />MITIGATION PROGRAM INFRASTRUCTURE PROJECTS <br />NON -RESEARCH & DEVELOPMENT <br />MITIGATION FUNDING <br />The GENERAL LAND OFFICE (the "GLO"), a Texas state agency, and CITY OF LA PORTE, Texas <br />Identification Number (TIN) 17460015526 ("Subrecipient"), each a "Party" and collectively the <br />"Parties," enter into this Subrecipient agreement (the "Contract") under the U.S. Department of <br />Housing and Urban Development's Community Development Block Grant Mitigation ("CDBG- <br />MIT") program to provide financial assistance with funds appropriated under the Further <br />Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (Public <br />Law 115-123), enacted on February 9, 2018, for necessary expenses for Activities authorized <br />under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. § 5301 et <br />seq.) related to disaster relief, long-term recovery, restoration of infrastructure and housing, <br />economic revitalization, mitigation, and affirmatively furthering fair housing, in accordance with <br />Executive Order 12892, in the most impacted and distressed areas resulting from major declared <br />disasters that occurred in 2015, 2016, and 2017 pursuant to the Robert T. Stafford Disaster Relief <br />and Emergency Assistance Act (42 U.S.C. § 5121 et seq.). <br />Through CDBG-MIT Federal Award Number B-18-DP-48-0002, awarded January 12, 2021, as <br />may be amended from time to time, the GLO administers grant funds as Community <br />Development Block Grants (Catalog of Federal Domestic Assistance Number 14.228, <br />"Community Development Block Grants/State's program and Non -Entitlement Grants in <br />Hawaii"), as approved by the Texas Land Commissioner and limited to use for facilitating <br />recovery efforts in Presidentially -declared major disaster areas. <br />ARTICLE I - GENERAL PROVISIONS <br />1.01 SCOPE OF PROJECT AND SUBAWARD <br />(a) Scope of Project <br />The purpose of this Contract is to set forth the terms and conditions of <br />Subrecipient's participation in the CDBG-MIT program. In strict conformance <br />with the terms and conditions of this Contract, Subrecipient shall perform, or <br />cause to be performed, the Infrastructure Activities defined in Attachment A (the <br />"Project"). Subrecipient shall conduct the Project in strict accordance with this <br />Contract, including all Contract Documents listed in Section 1.02, below, and any <br />Amendments, Revisions, or Technical Guidance Letters issued by the GLO. <br />GLO Contract No. 22-119-004-D374 <br />Page 1 of 29 <br />
