DocuSign Envelope ID: 348BB866-CFC7-422D-BFB7-863533B13759 <br />Section 3 quarterly reports are due on the I Oh of the month following the quarter's close. <br />The schedule is as follows: <br />Quarter 1 (Sept -Nov): Due December loth <br />Quarter 2 (Dec -Feb): Due March loth <br />Quarter 3 (Mar -May): Due June loth <br />Quarter 4 (Jun -Aug): Due September loth <br />Subrecipient is also required to submit an annual report, due on September 30 of each <br />year during the Contract Period. Forms for the Section 3 quarterly and annual reports <br />may be found at https:Hrecovery.texas.gov/1ocal- <br />government/resources/infrastructure/index.html. Subrecipient must submit completed <br />forms to the GLO through the TIGR system, as instructed by the GLO Grant Manager. <br />If Subrecipient conducts no hiring or contracting efforts during a quarter, Subrecipient <br />must report zeros in the quarterly report fields for such and add a note in the "other <br />efforts, see remarks below" field that states that fact. <br />Subrecipient is not required to develop and implement a Section 3 Plan and assign a <br />Section 3 Coordinator, but these actions are considered best practices. <br />ARTICLE V - FEDERAL AND STATE FUNDING, RECAPTURE OF FUNDS, AND OVERPAYMENT <br />5.01 FEDERAL FUNDING <br />(a) Funding for this Contract is appropriated under the Further Additional <br />Supplemental Appropriations for Disaster Relief Requirements Act, 2018 <br />(Division B, Subdivision 1 of the Bipartisan Budget Act of 2018) (Public Law <br />115-123), enacted on February 9, 2018, for necessary expenses for Activities <br />authorized under Title I of the Housing and Community Development Act of <br />1974 (42 U.S.C. § 5301 et seq.) related to disaster relief, long-term recovery, <br />restoration of infrastructure and housing, economic revitalization, mitigation, and <br />affirmatively furthering fair housing, in accordance with Executive Order 12892, <br />in the most impacted and distressed areas resulting from major declared disasters <br />that occurred in 2015, 2016, and 2017 pursuant to the Robert T. Stafford Disaster <br />Relief and Emergency Assistance Act (42 U.S.C. § 5121 et seq.). The fulfillment <br />of this Contract is based on those funds being made available to the GLO as the <br />lead administrative state agency. All expenditures under this Contract must be <br />made in accordance with this Contract, the rules and regulations promulgated <br />under the CDBG-MIT Program and any other applicable laws. All funds <br />disbursed under this Contract are subject to recapture and repayment for <br />non-compliance. <br />(b) Subrecipient must have a Data Universal Numbering System (DUNS) <br />number and a Commercial and Government Entity (CAGE) code. <br />Subrecipient shall report its DUNS number and CAGE code to the GLO for <br />use in various grant -reporting documents. A DUNS number may be obtained <br />by visiting the Dun & Bradstreet website: hops://www.dnb.com. A CAGE code <br />will be assigned when the obtained DUNS number is registered with the System <br />for Award Management at hops://www.sam.gov.
