10.(a)Receive report of the Drainage and Flooding Committee Meeting held prior to the City <br />Council Meeting Councilmember Danny Earp <br />Councilmember Earp provided a report of the Drainage and Flooding Committee Meeting held prior <br />to the City Council Meeting. <br />11. ADMINISTRATIVE REPORTS <br />There were no additional reports. <br />Councilmember Zemanek left the dais at 6:43 p.m. and returned at 6:45 p.m. <br />12. COUNCIL COMMENTS regarding matters appearing on the agenda; recognition of community <br />members, city employees, and upcoming events; inquiry of staff regarding specific factual <br />information. <br />Councilmember Kaminski congratulated Parks and Recreation Director Rosalyn Epting. <br />Councilmembers Bentley and Engelken congratulated Parks and Recreation Director Rosalyn <br />Epting and commented the Police Department does a great job and the City has recognized and <br />compensated well with the Meet and Confer Agreement. Councilmember Earp congratulated Parks <br />and Recreation Director Rosalyn Epting; thanked Chad Burke for the annual report and requested <br />an update from Staff on the status of Five Points. Councilmember Ojeda informed she attended <br />Little Cedar Bayou Park grand opening; the Fairmont Park Public Safety Pool Party; commented <br />the Newsletter looks great, along with the article written by Economic Development Coordinator <br />Ryan Cramer; thanked Youth Pastor TJ McIntosh for his willingness to assist the community; <br />requested an update on the Spencer Highway Sidewalk/Fence Project; and requested staff to <br />advise why the turning lanes on Fairmont Parkway are not painted bright yellow as initially advised. <br />Councilmember K. Martin congratulated Parks and Recreation Director Rosalyn Epting and also <br />commented the Newsletter looks great. Councilmember Zemanek thanked Chad Burke and Fred <br />Welch for the annual report; congratulated Parks and Recreation Director Rosalyn Epting; and <br />requested reports on the Airport Study; the Air National Guard and Hazmat Cleanup. Mayor Rigby <br />recognized Habitat for Humanity on the two new home dedications; commented the Newsletter was <br />th <br />very informative; and advised he received a lot of great comments regarding the July 4 fireworks. <br /> <br />13. EXECUTIVE SESSION The City reserves the right to meet in closed session on any agenda item <br />should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the <br />Texas Government Code, including, but not limited to, the following: <br /> <br />Texas Government Code, Section 551.071 (2) Consultation with City Attorney: Meet with City <br />and City Manager to discuss and receive direction regarding negotiations with industry <br />representatives for terms of new Industrial District Agreements. <br /> <br />City Council recessed the regular Council meeting to convene an executive session at 6:50 p.m. <br />regarding the item listed above. <br /> <br />14. RECONVENE into regular session and consider action, if any on item(s) discussed in executive <br />session. <br /> <br />Council reconvened the regular Council meeting at 7:40 p.m. This subject will continue to be <br />discussed at future council meetings. Mayor Rigby advised a verbal report by the city attorney and <br />city manager was received regarding Industrial District Agreements. <br />15. ADJOURN - There being no further business, Councilmember Engelken made a motion to adjourn <br />the meeting at 7:41 p.m. Councilmember Zemanek seconded the motion.
