BickerstafF <br />Heath Delgado Acosta LLP <br />Served as Lead Counsel in the successful defense of voting rights and constitutional <br />against Waller County, Texas. Johnson v. Waller County, NO. 4:18-CV-03985, 2022 WL <br />873325 (S.D. Tex. March 24, 2022). <br />Led the current -cycle redistricting for the cities of Mesquite, McKinney, Killeen, Temple, <br />Taylor, and Port Arthur, among others. <br />Sherry McCall, Senior GIS Specialist <br />Sherry McCall is the Firm's senior redistricting and GIS specialist. She manages the technical <br />drawings of maps and works closely with our attorneys and elections specialist to compile the <br />various technical reports and maps required for redistricting clients. Sherry also has considerable <br />knowledge and experience related to the GIS applications that are utilized to develop redistricting <br />plans for the Firm's clients. In addition, she regularly works with the American Community Survey <br />dataset and special tabulation files that include citizenship data. <br />Prior to joining the Firm 25 years ago, Sherry was a research analyst at the Texas Education <br />Agency, where she helped implement the agency's first GIS system. She has data programming <br />experience and has worked extensively with data from the Texas Education Agency, the U.S. <br />Census Bureau, and the Texas Legislative Council. Sherry is responsible for the preparation of all <br />data used for a redistricting project. She assists our attorneys in analyzing population/voting data <br />and relevant historical elections and developing the analyses needed for redistricting projects. <br />She also provides analyses, exhibits, and support for the Firm's redistricting and other litigation. <br />Sherry received her B.A. from the University of North Texas in 1991. (She is not an attorney and <br />is not licensed to practice law.) <br />Scope of Services <br />The following information outlines the Firm's proposed approach to providing redistricting <br />services for the City. Our team of redistricting attorneys, GIS staff, and legal assistants will work <br />together to complete each task listed below. <br />Initial schedule planning. The Firm will consult with the City Council and establish a <br />schedule for performance of the various tasks for which the Firm has been engaged. This <br />would include scheduling council meetings, work sessions, and public meetings; <br />establishing target dates for presentation of the proposed plans for City Council <br />consideration and/or for public discussion; and establishing target deadlines for City <br />Council adoption of a redistricting plan. The Firm will advise the City Council and clearly <br />define the Council's responsibility in the redistricting process. <br />Preliminary tasks. We will collect data for current boundaries and other factors and verify <br />the accuracy of this data with the City. Current data for council districts and boundaries <br />will be input into the Firm's GIS software. <br />Ia <br />
